Yes. As long as you are logged into the App Store with the same iTunes account you used to originally purchase the app, it will recognize that you have already purchased it and let you re-install it for free. You should be able to find Paprika listed under the Purchases section of the App Store, and you will be able to install it from there.
This only applies if you are trying to install on the same device type that you originally purchased the app for. (For example: you purchased the iPad version and are trying to install it on a new iPad.)
It does not apply if you are using different devices. (For example: you purchased the iPad version and are trying to install it on your Mac or your Android device. This is not possible, you will have to purchase the Mac/Android version separately from their respective App Stores.)
